In June 2025, Montenegroestablished the Just Transition Council, an inter-ministerial body tasked withgoverning the Just Transition process. One of the Council's primary prioritiesis the development of a comprehensive Just Transition Plan for the Pljevlja CoalRegion. This plan will serve as a roadmap for transitioning the region'seconomy and workforce away from coal dependency while ensuring social equityand economic sustainability. The European Commission and the Energy CommunitySecretariat provide clear guidance on Just Transition planning. Theseguidelines emphasize the integration of Just Transition Plans within NECPs, theassessment of economic and social impacts, and the alignment of developmentobjectives with climate neutrality goals.The World Bank is seeking to engagea consultant (firm or consortium) to support the development of the JustTransition Plan for Pljevlja, Montenegro.
