Montenegro’s Transport Administration has officially awarded a major road reconstruction contract worth €10.94 million to local construction firm BEMAX d.o.o. The project covers the reconstruction of the M-2 main road section between Dobrakovo and Bijelo Polje, a vital transport corridor connecting the northern border area with the rest of the country.
The contract was signed on October 3, 2025, following an open tender procedure that attracted three bids. BEMAX’s proposal was selected based on the lowest price among technically compliant tenders, in line with European Investment Bank (EIB) procurement guidelines.
The project involves the reconstruction of a 10.5-kilometre stretch of the M-2 highway, including the construction of three roundabouts, new pavements, bus stations, rehabilitation of two bridges, and the installation of 13 retaining walls. The works are designed under the FIDIC Conditions of Contract (2010 edition) and are expected to take approximately 30 months, with a completion time of 550 days plus a 365-day defects notification period (DNP).
The project will be co-financed by the European Investment Bank (EIB) and Montenegro’s state budget, reflecting ongoing efforts to enhance national infrastructure under international procurement and anti-fraud compliance standards.

The reconstruction aims to improve road safety, enhance travel efficiency, and stimulate economic development in the northern region.
According to sources within the Transport Administration, the project aligns with the government’s long-term strategy to modernize critical infrastructure and support EU integration standards. The inclusion of EIB funding underscores Montenegro’s commitment to transparent, internationally aligned procurement practices.
BEMAX d.o.o., based in Podgorica, is one of Montenegro’s leading construction companies, with a portfolio that includes major road, bridge, and civil infrastructure projects across the country. Known for its technical capacity and adherence to European standards, BEMAX has been a recurring contractor in projects financed by both domestic and international institutions.
Construction is expected to begin later in 2025, with phased implementation over the next two and a half years. Upon completion, the improved M-2 section will enhance regional connectivity, reduce transit times, and support cross-border trade between Montenegro and its northern neighbors.
The project also sets a benchmark for future EIB-funded infrastructure developments in the Western Balkans, reinforcing the role of transparent tendering and competitive procurement in national growth initiatives.
